Cheryl has got it. In Premiere Elements 11, go to Publish & Share/Computer and select the AVCHD output with the YouTube HD preset.

This is, of course, assuming that your Project Settings are matched to your video specs.

Unfortunately, I don't see a thing in this report that would indicate problems with this file. It's a perfect DV file, and it should work flawlessly in Premiere Elements. I'm not sure why you're having any problems at all, IMHO. .dv files ARE DV-AVIs or DV-MOVs, which are virtually identical. They are the easiest format in the world to edit in a program like Premiere Elements. There should be no need to convert them or change their suffix -- though I suppose it would...

Though before you upgrade your hardware, you may want to download the free trial of version 2018 (or version 14 or 15, if you can find them) and see if it plays any nicer with your system.
